These guidelines are formulated on the basis of ISTE, National, State and local standards adn requirements for technology services and training.

Technology Goals, Standards and Measurements

Technology goals are stated in Section 2, The Role of Technology in Learning in (NNSD), and restated in this appendix for reference. The TPT established the standards in this appendix to support the technology goals. The measurements provided with each standard allow the TPT and the district to evaluate the needed progression of this plan. Specific time lines for the technology goals are incorporated into Section 3, Action Items.

The following table summarizes the technology goals and standards supported that are described in this appendix.

GOAL 1

Through the effective and efficient use of technologies, we will improve, enrich and, where necessary, change the content of what is learned and taught.

STANDARD

1.1 -- Students and teachers have expanded learning opportunities through access to and use of all necessary learning resources and technological equipment throughout the school site and elsewhere.

Measurements

1.1.1 -- All classrooms have sufficient workstations so that all students have ready access to learning resources.

1.1.2 -- All teachers have appropriate technological equipment.

1.1.3 -- All teachers are trained and use technology to teach district-approved student competencies in targeted grade levels and/or courses.

STANDARD

1.2 -- Technology is an integral part of curriculum and a tool for assisting lear ning and knowledge creation.

Measurements

1.2.1 -- Courses/units of study about technology are incorporated into various disciplines.

1.2.2 -- Technology tools are readily available in all disciplines, and all users are trained in their use.

1.2.3 -- Students use technology as a tool to discover, analyze, synthesize, and organize information.

STANDARD

1.3 -- All previous measurements and action plans are subject to evaluation and modification based on results.

Measurement

1.3.1 -- A permanent review committee, composed of district, community, and business members periodically reviews (at least annually) the effect of technologies on improving, enriching, and changing the content of what is learned and taught, and recommends adjustments and modifications to measurements and action plans based on data provided by Instructional Support Services.

GOAL 2

Through the effective and efficient use of technologies, we will enrich the quality of learning and teaching, and increase student performance.

STANDARD

2.1 -- Classrooms exemplify an environment that supports students' active involvement in the learning process, increasing students' intent and motivation to learn and think critically about both content and the processes related to content.

Measurements

2.1.1 -- Students interact and collaborate with each other and subject matter experts through distance learning opportunities.

2.1.2 -- Students make decisions about their own learning, i.e., customizing learning experiences via software, CD-ROM, Internet; choosing research tools, and methods.

2.1.3 -- Learning experiences reflect real-world applications.

2.1.4 -- Equitable and balanced learning opportunities are implemented for all students.

STANDARD

2.2 -- The quality of students' academic and behavioral performance increases.

Measurements

2.2.1 -- Students show an increased level of mastery of the learning objectives based on norm-referenced, criteria-referenced, and longitudinal collections of student products and performances.

2.2.2 - - School attendance increases and the drop-out rate decreases.

2.2.3 -- More students complete graduation requirements.

2.2.4 -- Enrollment in advanced courses increases

2.2.5 -- Referrals to in-school suspension and alternative programs decreases.

2.2.6 -- Student surveys indicate increased motivation and satisfaction with the learning process.

STANDARD

2.3 -- Teachers use technologies to implement effective and efficient teaching and instructional practices.

Measurements

2.3.1 -- Students have expanded learning opportunities and options.

2.3.2 -- Teachers use appropriate software for curriculum planning, implementation, and assessment

2.3.3 -- Teachers use appropriate management and assessment data to meet individual student needs.

2.3.4 -- Teachers use appropriate productivity tools to address individual learning styles and needs.

2.3.5 -- Teachers use technology for routine administrative tasks.

STANDARD

2.4 -- All previous measurements and action plans are subject to evaluation and modifi cation based on results.

Measurement

GOAL 3

Through the effective and efficient use of technologies, we will refine and improve the productivity and efficiency of all operations.

STANDARD

3.1 -- Implemented technology is vendor independent, interoperable and based on appropriate industry standards.

Measurement

3.1.1 -- Flexibility in purchasing hardware and software is optimized.

STANDARD

3.2 -- Students and staff have a safe and comfortable learning and work environment that promotes success.

Measurements

3.2.1 -- Security for student and staff safety is optimized.

3.2.2 -- School experience is enhanced by ergonomic work areas.

3.2.3 -- All buildings and classrooms have independently controllable energy management and air-quality systems.

3.2.4 -- All classrooms have sufficient electricity and air conditioning to support technology implementation.

STANDARD

3.3 -- Comprehensive and on-going professional development and support enables all staff to use technology to develop, provide and/or support the finest possible educational programs.

Measurements

3.3.1 -- The staff development process includes technology awareness and pre-training activities, training for novice through experienced user, post-training follow-up and monitoring/mentoring.

3.3.2 -- Provide the methodology and technical support system to empower the staff to accumulate, analyze, and communicate information effectively.

3.3.3 -- Training is on-going and focused on staff needs, including job specific applications, and is provided on appropriate equipment and in multiple settings.

STANDARD

3.4 -- Management of the staff work day is enhanced.

Measurement

3.4.1 -- Time sheets, attendance, assessment, and accessing needed information is automated.

STANDARD

3.5 -- All data is stored and all output is deliverable as close to the originator/creator as possible.

Measurement

3.5.1 -- Information is readily available through user-friendly access to data.

STANDARD

3.6 -- All previous measurements and action plans are subject to evaluation and modification based on results.

Measurement

3.6.1 -- A permanent review committee, composed of district, community and business members periodically reviews (at least annually) the effect of technologies on productivity and efficiency of all divisions of the district and recommends adjustments and modifications to measurements and action plans based on data provided by all district divisions.

GOAL 4

Through the effective and efficient use of technologies, we will improve communications and collaboration opportunities between and among students, teachers, other staff, parents and community members.

STANDARD

4.1 -- Connectivity among and between schools, communities and homes is provided through multiple means.

Measurements

4.1.1 -- All classrooms are networked for voice, data, and video.

4.1.2 -- All staff have a computer and electronic mail, a phone, voice mail, fax and out-dialing capability.

4.1.3 -- Access to district, individual school, and student data is available 24-hours a day by phone, computer, and information kiosk.

4.1.4 -- Electronic communication among individuals, campuses, district offices, state agencies, college and universities is the norm.

STANDARD

4.2 -- Partnerships of families, community, business, and staff that promote and support initiatives to help all children succeed are developed and fostered.

Measurements

4.2.1 -- Business and community members are actively involved in school mentorships, internships, cooperative programs, and sponsorships.

4.2.2 -- Parents learn with their children.

4.2.3 -- Students and teachers collaborate in information retrieval and problem solving.

4.2.4 -- Students routinely act in collaboration with other students and subject matter experts.

4.2.5 -- Links are in place between individual classes and classes in other schools, districts, states, and between students and teachers and other students and teachers, as well as members of business, government, and universities to communicate freely.

STANDARD

4.3 -- All previous measurements and action plans are subject to evaluation and modification based on results.

Measurement

4.3.1 -- A permanent review committee, composed of district, community and business members periodically reviews (at least annually) the effect of technologies on the communications and collaboration opportunities and recommends adjustments and modifications to measurements and action plans based on data provided by all district divisions.
